Bug Description

Tests defined in cue/tests/taskflow/flow/* were not being run by the automated checkin gate. The directory was missing a __init__.py, which led to python failing to recognize it as a module. testr subsequently failed to discover the tests defined in the directory and the tests were not being run as part of the checkin gate.

    fixing taskflow.flow tests

    - Added a __init__.py to cue/tests/taskflow/flow to have it recognized
      as a module
    - Fixed test_create_cluster and test_delete_cluster which were failing
      due to recent changes
