Bug Description

`tox -e bench` is broken because
congress/tests/test_benchmark_updates.py has not been updated for DSE2.

Need to replace the old harness.create code similar to what is done here:
https://review.openstack.org/#/c/344551/10/congress/tests/api/test_driver_model.py
