Bug Description

get Cold upgrade tag: need to add a test. Possibly with Grenade. Takes about 1 week.

Steps:
1. Write devstack upgrade scripts. Example from designate: https://github.com/openstack/designate/tree/8eef7e103bf906d99c661b5dc5024b31b794d4fd/devstack/upgrade
2. Add the grenade jobs to project-config. Example from designate: https://github.com/openstack-infra/project-config/commit/dd90068578b4c0145b6bb8d7ffc5c60eb8e7a65c
3. Probably some other tuning of devstack parameters
