Alt-tab focuses wrong window with "Keep on top"

Bug Description
To reproduce.
1. Ctrl-Alt-t to open a Terminal
2. Maximise first terminal
3. Ctrl-Alt-t to open a second Terminal
4. Right-click on titlebar and mark "Keep on Top"
5. Focus first terminal by clicking
6. Open Firefox
7. Press Alt-tab
What happens (verify by typing something):
8. Non-maximised "Keep on top" terminal is focused
What should happen:
9. The most recent terminal should be focused (the maximised one)

I think the "Keep on top" step is unnecessary for this to happen. My daily workflow involves:
- irssi in a terminal window on a second monitor, snapped to the left.
- ssh into a virtual machine on my main laptop screen, maximised
- Firefox on my main laptop screen, maximised
I frequently alt-tab between the SSH session and Firefox and back and start typing code or build commands into irssi. Unity just doesn't seem to remember which of the terminal windows I used last.
