Re-installed a new chef-server, did not encounter this problem. Need to get detailed env from Shenhan for further debugging.

The description is too simple and it is not informative enough as a way to keep track of bugs. We need more logs.

As far as this failure is concerned, there used to be rare but occasional failure in this phase during compass installation both in our CI and weidong's local virtualbox test env. It is due to race conditions in those chef tests caused by performance hiccups.
Test case like creating 5 instances be it environment or node, but only returned 3 for instance so expectation is not met.
Again, those are just my guess according to previous experience.

Assign this bug to the whole team to get attention. We need to update it in installation guide. or give a recommended hardware spec for compass server to avoid those kind of random bug caused by performance.
