RPM: running 'service mysql start' when server already started seems to remove socket and PID files

Bug Description

- this leaves running server unaccessible for connections through unix socket, in particular it can no longer serve mysqldump and xtrabackup state transfers
- this makes it impossible to stop the server via 'service mysql stop'

given that it may cause problems with joining nodes and possibly client connections, I'd rank it as high priority.

Can't reproduce in vanilla centos environment. Must be a result of system misconfiguration.
