Bug Description
When upgrading an OpenStack cloud running Kubernetes clusters, upgrade planner needs to take into account extra time to manage the K8s VMs. Operator needs to make sure that control plane will survive any operation and operator needs to make sure that Kubernetes workers are drained when working on machines hosting them.
