openstack dashboard console show "guest disable display" for arm64 image

Bug Description

Below cloud image tested on Focal/Ussuri OpenStack with some nova-compute nodes run on arm64 server (Huawei Taishan 2280 v2).

http://cloud-images.ubuntu.com/focal/current/focal-server-cloudimg-arm64.img

The console can output bios message in dashboard, but it wouldn't ouput any grub menu except

"Guest disable display"

Below CentOs image work as normally.

The difference seems come from /boot/efi.

Mao noted "if I copy /boot/efi from centos to ubuntu image" and then the display works. Then grub shows.
