Bug Description
Cloud images published in AWS regions us-gov-east-1 and us-gov-west-1 after June 24th for Ubuntu Bionic HVM-SSD have private snapshots for their block devices.
This means that the AMIs cannot be copied, and volumes cannot be created from them.
Instances can still be launched from the effected AMIs, but workflows that involve creating volumes from the Ubuntu community AMIs can no longer function.
In non-gov regions such as us-east-1, the snapshots for the new AMIs are still public, and so are still working.
In the gov regions, the images from January 22nd and before have public snapshots, and also work.

Thank you for reporting this bug. I have confirmed that the snapshots were private, and have marked them public.
I am in the process of looking for any other snapshots that have been marked private and will update those as well.
The root cause has been identified, and we are working to fix it so that the images never go private in the first place.
