[storwize] Invalid Exception raised due to Invalid port set value

Bug Description

Invalid exception raised when storwize_portset value in cinder.conf is invalid . which leads to below wrong error message during service restart.

ERROR cinder.volume.manager cinder.exception.InvalidInput: Invalid input received: The storage device does not support iSCSI. Please configure the device to support iSCSI or switch to a driver using a different protocol.
