I feel this is related to https://bugs.launchpad.net/cinder/+bug/1940466 as the fix for that is to allow "attaching" as state during a new attachment for multiattach volumes https://review.opendev.org/c/openstack/cinder/+/805072/11/cinder/volume/api.py#755
