Bug Description
if cinder-backup service shutdown accidently ，the snapshot use to create backup will stay backing-up after cinder-backup restart

Are you facing this problem on master? Please feel free to add more detailed information i.e. steps to reproduce this and c-bak and c-vol logs.
Have you tried to use the 'reset-state' command? If so, is it working or the data after the restore is corrupt?
