Bug Description
Steps to reproduce:
1. Deploy a Xena release with NetApp driver (any ONTAP version)
2. Create a cinder QoS
3. Assign to a cinder type
4. Create a volume with previous type
5. Migrate the volume to another backend (same cluster, different vserver)
6. Volume is migrated with success
Expected result:
Volume on new host should keep the QoS configuration
Actual result:
Volume does not have anymore the QoS applied (check in the ONTAP storage)
NOTE:
1. The bug occurs with NFS and iSCSI
2. For NFS, the bug also occurs migrating to another pool in same backend
3. The bug also occurs applying QoS in the legacy way (passing a pre-created QoS policy using extra-specs)
