Bug Description
A handful of API calls in the api-ref documentation indicate that they may return a 403 error.
Any API call in Cinder can actually return a 403, depending on how policy is configured etc., so it doesn't make sense to list this for a handful of calls but not others.
We should probably remove it from the response section for calls, except for cases where it indicates something particularly meaningful or surprising (if there are any).
