NetApp: remove_export fails if the volume is not mapped in the backend

Bug Description

In NetApp iSCSI and FC drivers, when Cinder calls terminate_connection on a volume that is not mapped (for example if we have manually removed the mapped in the backend), we'll get the following error:

  Error unmapping LUN. Code :13115, Message: Invalid value specified for "initiator-group" element within "lun-unmap": "".

I believe this operation should just succeed, since we wanted the volume to be unmapped and it is.
This way the rest of the process in Cinder can continue.
