[vmware] driver doesn't validate storage profile config

Bug Description

When an admin enters a vmware_storage_profile entry in cinder.conf for the vmdk driver,
the driver doesn't validate that the profile exists. The driver starts up and continues on
until it's first call to get_volume_stats() which fails.

The driver should make use of check_for_setup_error() to make sure the data entered into
the config option exists. This ensures an easier way to discover setup errors.
