For Creating Encrypted bootable volume you need to add the [keymgr] section to the /etc/glance/glance-api.conf section and restart the service or else you can't create the Bootable Encrypted Volume.
Fix:
/etc/glance/glance-api.conf
[keymgr]
api_class = castellan.key_manager.barbican_key_manager.BarbicanKeyManager
