Bug Description
Currently there is no mechanism to check whether the backend snapshot is already managed by Cinder before doing the import. We can just import the same backend snapshot to Cinder for many times and leave many snapshots in Cinder but they are referring to exactly the same backend snapsho. If we delete one of the snapshots,there is no mechanism to check whether the backend snapshot is referred by other snapshots just delete it. This BP trying to solve these problems.
