don't install recommends when installing CUDA

Bug Description

When installing CUDA, a couple of the dependency meta packages install GDM3 as part of their recommends chain.

This causes a condition where GDM triggers a suspend state after so many minutes of no direct user interaction, which in turn causes the machine to enter that suspend state regardless of whether workloads are running in the background. To resolve this we need to add --no-install-recommends to the apt command when installing cuda.

This has no adverse effect on testing and has been manually verified on several machines.
