Old JSON search API explodes when new series are introduced

Bug Description

The root cause of bug #1193436 is that the old JSON search uses a brittle method for sorting by series. Because the desired sorting is not alphabetical, the specific ordering is listed (in SERIES_SORT), and must be updated as new series are introduced.

This bug will be resolved when the old API is removed, as proposed in bug #118995. We anticipate this will be long before Ubuntu T's name is announced.

I am marking this as medium because we don't expect any series to be added in the next few months.

in Lp, the charms distro has a status for each series. We can query the series and learn which ones are in development or supported and update the data we collect. Charms that belong to obsolete can be ignored in some cases, like proofing errors and reviews.

We created the new bundle series. We expect this bug to show up again. We do not need to work on this yet as there is work in progress to remove the old api.
