Bug Description
Job processing works with two queues--an input charm queue containing all the charms needing processing, and an error queue that any charms that errored during processing goes onto.
Nagios should have a check for the length of the error queue, as that's one of the clearest indications to us that something is going wrong.

We no longer have an error queue. Maybe Nagios should be checking for charms with processing errors.
