Bug Description

According to the latest test results by charm http://reports.vapour.ws/charm-tests-by-charm this charm is failing automated testing.

It looks like the `make test` target is failing. We should fix the target so we can get accurate results from the automated testing tools. This will help improve quality.

The trusty version of rsyslog-forwarder-ha also fails automated test.
