Bug Description
rsyslog.conf template calls 'reload rsyslog' aiming to close opened file descriptiors, but in xenial 'reload' command does not exist anymore.
/etc/init.d/rsyslog implements the action 'rotate' which is used by the rsyslog package ( invoke-rc.d rsyslog rotate )
