Bug Description

When you deploy an openstack cloud and use neutron-api to have neutron-server in its own machine, nova-cloud-controller will leave a port configured for it in haproxy, so when an operator logs in the admin page will see neutron-server reported as 'down' and if they have any script to monitor that information false positive alerts may be raised.
