Bug Description

Create a site to site connection:
On checking the status of 'ipsec_site_connection' and 'vpn_service': always PENDING_CREATE

I have a clean installation of Openstack Newton/Xenial. If my understanding is correct, neutron-l3-agent and neutron-vpn-agent are mutually exclusive, but package neutron-vpn-agent is not installed in the neutron-gateway node (neither the service exists nor the log).

neutron service-provider-list shows strongswan as VPN provider.
neutron ext-list shows vpnaas and vpn-endpoint-groups extensions.

VPNaaS was supported back on trusty deployments; it should not be enabled in Xenial deployments.

If so, is there the possibility to run VPNaaS in Netwon/Xenial environments? Any workaround?

VPNaaS is intentionally not supported on any Xenial release within the OpenStack Charms.
