No way to set a userlist

Bug Description
haproxy can require basic authentication via user lists. This section is a top-level one:
userlist myusers
user test1 insecure-password secret1
user test2 insecure-password secret2
frontend haproxy-0-4433
acl auth_ok http_auth(myusers)
http-request auth if !auth_ok
http-request deny unless auth_ok
...
There is no way to add that "userlist" section to the haproxy configuration file via the charm.
