Bug Description
There are some issues with the cinder charm that prevent it from being deployed using juju-core:
- charm location: it assumes a location that is no longer valid for juju-core. It should use CHARM_DIR
- relation-set without a relation-id: small bug that pyjuju let go, but juju-core doesn't
