Bug Description
Charm Tools is parsing information about a charm when running a generator to add the README which pulls nothing from the charm metadata.
We should add a conditional to skip this metadata check when we're adding files that don't consume charm metadata - for example being in a bundle directory and issuing 'charm add readme'
