libcharmstore + amulet: Series encoding lost from charm store URL

The upstream project issue is tracked here:

https://github.com/juju-solutions/libcharmstore/issues/2

While this issue triggered an existing juju-deployer bug [1] to surface, this bug is not a duplicate of that.

Tracking here as we anticipate this may return, when libcharmstore ultimately moves to a later charm store api version.

If the related juju-deployer wrong-series bug is resolved in advance of that, there should be no impact to test automation.

I have landed an update to libcharmstore to allow the charm Store endpoint (and therefore the API version) to be set via an environment variable:
