Add prometheus alert rules

To integrate with cos-lite, we need to define prometheus rules that can trigger an alert using metrics exported by openstack-exporter.

With current metrics we should be able to replace at least:

* nova compute service check

* network agent list check

We need to evaluate if we can have other rules using the exported metrics or evaluate to migrate
to golang-exporter to support also LBs checks.
