Bug Description

If I relate prometheus-grok-exporter to cos-proxy, I expect to find the targets into prometheus-k8s but those are not added.

To reproduce

juju relate cos-proxy scrape-interval-config
juju relate prometheus-grok-exporter cos-proxy-lite
