Bug Description
The os-access-hostname config option is only broadcast to consuming services if DNS HA is configured for the charm.
Other OpenStack charms can use the os-*-hostname config options w/ a hardware load-balancer to provide load-balancing/high availability in environments where corosync/pacemaker is not an option.
This should change for the percona-cluster charm in order to enable this use case.
