Bug Description

Similar to check_neutron_agents and check_nova_services, we would need to check_gnocchi.

nrpe checks are also in place, related to the gnocchi application, but we need to test the endpoints. See if check_vhost exists on nrpe-charm, or if an authenticated request (from openstack-service-checks) would be more reliable.
