Bug Description

The openstack-loadbalancer charm is ubuntu series based, rather than OpenStack release based, but there is a bunch of branches in the git repository that tie it to OpenStack releases. These need to be removed .

Branches to delete:

- stable/ussuri
- stable/victoria
- stable/wallaby
- stable/xena

This means co-ordinating with upstream to remove the tracks.
