Bug Description

When creating loadbalancers on the horizon dashboard the HTTPS option for the listener seems to be missing/not rendered properly, even though it is available when using the CLI and a HTTPS listener can be successfully created using the CLI.

Please also provide details on the version of openstack deployed; will determine whether this is a v1 or a v2 issue in the dash.

The version of openstack deployed is ocata, however this was also tested on pike with the same result
