Bug Description

Related to bug 1850985. We were able to fix this issue by setting the server-groups and server-group-members quotas to -1 on the services project.

While this has a work around, this should be fixed in the Octavia charm. This is similar in nature to bug #1914018 regarding octavia and limits as well, specifically regarding the server-group and server-group-members.

I would like to follow up with this bug: Looking at related bugs, most of them changes server-group and server-group-members to solve the limits issue. Is this work around the only option here?
