Bug Description
The charm can't be rebuilt because the code "at 17.02" doesn't rebuild with charms.openstack / charm-helpers at the current (today) version (2017-08-12).
The error is about missing modules, but the reason is because the repository doesn't / can't capture its dependencies at the time it was set and thus there are no guarantees that it will build in the future. i.e. although it captures the charm layer code at the time, it doesn't capture the layers themselves, interfaces, nor the charms.openstack or charms.reactive or charm-helpers libraries.
