Bug Description

We have encountered certain issues while bootstraping Charmed Kubernetes with Cilium CNI. It appears that the ownership of the `/opt/cni/bin` directory is held by `997` user instead of `root`. This ownership issue is causing certain Cilium components to fail to initialize within the cluster.
