Bug Description

On environment between kubernetes-worker#571 and easyrsa#270:
It looks like tls_client.certs.saved may not be set because update_certs() (reactive/tls_client.py) isn't being run -- probably because certificates.certs.changed is not being updated.

How did you determine this? What is the presenting symptom that indicates something is wrong with the cluster?

We need reproduction steps and a clear description of the presenting symptom. It would help to see log output as well (`juju debug-log --replay`).
