Bug Description

Once https://bugs.launchpad.net/charm-keystone/+bug/1823745 is fixed upstream, we should revert https://github.com/charmed-kubernetes/charm-kubernetes-master/pull/2 so that the public interface is not used for auth data unless actually required by a CMR which spans subnets.
