In the occurrence that Kostas is talking about, the openstack upgrade already failed on this bug, the upgrade was resumed and after it upgraded a few more charms the upgrade failed again because the keystone unit returned to the error state.

Usually we do not see this behavior after resuming the openstack upgrade.
