Bug Description

The test zaza.charm_tests.keystone.tests::CharmOperationTest.test_key_distribution_and_rotation appears to have intermittent timeout failures.

I observed this from CI tests on a recent bug fix:

It appears to have been a failure due to a timeout on calling self.pause_resume(['apache2']).
