Bug Description
On MAAS 2.9.2 installed via snap, the MAAS API can be accessible without all controller functions being online.
The MAAS Web UI shows yellow warning signs and the "rackd" status shows 67% (or other pct) controllers connected. This prevents MAAS UI users from performing things like KVM server refreshes and may cause issues with deploying new machines.
We should adjust the MAAS API service checks to query the status of the MAAS controller the same way the web UI queries to display the Green/Yellow/Red status icons.
