Bug Description
The charm already has some logic for backing up MAAS bits that is configured using juju config. It would be nice to include an action to run the backups as well, to offer a more on-demand access to backups.
This would also allow juju-backup-all (tool for backing up application backups) to perform MAAS backups indirectly as well.

This action should backup both the pgsql database and anything saved in /etc
