ufw unit test tries to modprobe ip6_tables on the test host (Operation not permitted)

Hi Ryan, could you share the details of the testing environment?, because I couldn't reproduce it in my devel machine(s).

A fresh trusty instance on serverstack is where I'm running it. ie. The
ip6_tables kernel module isn't loaded, so the unit test attempts to
modprobe it for me.
