Bug Description
Given that CentOS is now a supported operating system in juju-core 1.24, there is a need to have yum support in charmhelpers if we are to use the same library on both OSs.
It should be a matter of abstracting away the package management. I think the rest of the helpers should work in CentOS without changes.
