Add option to extract file to specified directory

Bug Description

Currently fetch.install_remote extracts files to a directory and returns its location. It is up to charmer to copy/move/rsync files to the correct location.
This may be undesired for big archives.

There should be optional parameter which specifies directory files should be extracted to.
