Support for max_nested_stack_depth missing

Bug Description

Heat has a configuration option max_nested_stack_depth to set the maximum depth allowed when using nested stacks, this has a default of 5. Our deployment has a requirement for 6 and this cannot currently be set through the heat charm.

Is it possible to add this support?

I think this might be possible to configure through config-flags. I'll give that a go and report back here.

Tried this on our system using:
$ juju config heat config-flags='max_nested_stack_depth=6'

That updated /etc/heat/heat.conf.
