Bug Description
On a deployment with multiple units of heat using the hacluster charm to cluster them can lead to:
heat/0* blocked idle 28 172.17.107.37 8000/tcp,8004/tcp Services not running that should be: haproxy
This seems to be similar to the percona-cluster charm bug *1. Haproxy fails to come up a few time while the installation of all components is taking place and by the time the charms have finished their work haproxy has been marked down by pacemaker and pacemaker never retries.
