Bug Description

The property external_endpoints in charms_openstack/adapters should probably be moved to the designate charm as no other reactive API charm actually needs or wants the property. It seems to be used in designate purely to write to a configuration file the API endpoint (admin only?). It's not used in the keystone catalog for which a different function is used.
